The Centre for Foresight and Internationalisation at the Technology Partners Foundation has prepared a Working Paper titled Frontier Visions for More Resilient Research and Innovation Futures. This paper contributes to the strategic discussions shaping the policy landscape for the European Union’s next Framework Programme for Research and Innovation (FP10).

The paper will be used to guide discussions of the EARTO-JRC Task Force on Technology Foresight and inform future EU R&I policy dialogues. It introduces two scenarios, Fractured Futures and Converging Horizons, which address critical gaps in current EU foresight strategies. Building on the EU Joint Research Centre’s (JRC) four reference scenarios, the paper offers fresh perspectives on the future of Europe’s Research and Innovation (R&I) landscape.

Thank you to Rafael Popper and Michal Towpik for their leadership, and to all contributors whose valuable input made this Working Paper possible. Your collective efforts have enriched this important work and advanced our shared goals for European R&I policy.

This work reflects the Foundation’s commitment to fostering informed and resilient policy strategies for the EU’s R&I ecosystem.
